About the Contributor

Dr. White is an Environmental Scientist with EPA’s Office of Underground Storage Tanks (OUST) and has worked in support of the leaking UST cleanup program for nearly a quarter century. During his tenure at OUST he has contributed to the development of EPA guidance documents on petroleum vapor intrusion, lead scavengers, fuel oxygenates, monitored natural attenuation, and free product recovery. In addition, he has conducted research into hazardous substance USTs, remedial technologies for petroleum hydrocarbon contamination in low-permeability soils, and the efficacy of risk-based decision-making at leaking UST sites. Prior to joining OUST in 1994, he worked for various environmental consulting firms and conducted site assessments and remediation system design and installation at many leaking UST sites in Virginia, DC, and Maryland. Early in his professional career he worked extensively with some of the pioneers in the development and testing of a variety of analytical and numerical models for the simulation of groundwater flow and contaminant transport. He holds a BS in Geology from the College of William and Mary, an MS in Geology from Oklahoma State University, an MS in Environmental Sciences and Engineering from Virginia Tech, and a PhD in Environmental Science and Policy from George Mason University.
